What does "right to reside" mean?

What does "right to reside" mean?

Hello,

Does anyone know what this means as someone asked me "Do you know if your wife is considered as having the 'right to reside'?". My wife is on FLR until we apply for ILR soon, she was originally on a Fiancée Visa then after we married we applied for FLR. I am a British Citizen and her Husband and of course sponsor too, but just out of curiosity what does "right to reside" mean as when someone asked me I did not know, I just well she has FLR but don't know about right to reside?

Would appreciate any info?

It was in a relation to a public funds possible exemption. But I think someone on FLR is different to someone with right to reside, I think anyhow.
