Tier-1 Dependant to Tier -1 Entrepreneur

Dear All,

My dependants are in the UK since last three years on Tier-1 (G) dependent visa. Now my dependent wants to move to Tier-1 entrepreneur visa and start her own business. I would like to ask;
1- whether or not it is possible, while she is in the UK;
2- If not, what are the other options?
3- If she has to apply from outside UK, then what about my kids who are attending school in the UK? because my kids would be dependent of my spouse as Tier-1 (E) dependants.
4- How long will it take currently, if applied outside UK?
