Tier 1 Entrepreneur Refusal to Tier 2 (General)

Hi

This request is on behalf of my friend. His Tier 1 (E) got reused and he appealed against it.

Now he got a job placement with a tier 2 sponsor and would like to know whats his chance to get the visa.

I mean will they refuse straightaway because his Tier1 (E) was declined already?

I am aware that he needs to withdraw his appeal before lodges his application.
