What department in UK does personal checks?

Guys

This might be a grey area if it fits this forum but I think it does.

I've lost my Tier 2 Sponsored BRP in Mumbai on vacation. For those who don't know, the process is that you apply for a single entry "replacement BRP visa" with which you enter UK then get a replacement.

However I've missed my flight already, it's been two weeks and I'm still stuck here without the single entry. They've taken biometrics, all details, etc etc., I still have my passport so it's a clear case of me being genuine and I don't know what in the wrld they're doing but after calling the high commission in Mumbai and harassing them they said they are awaiting the results of personal checks from the UK.

Does anyone know what department this is and where to call/email them? I need to get back to work!
