Residence card of a family member of EU citizen

Hello

Can you apply for Residence card of family member of EU citizen even if you already have ILR and permanent residence card? (My spouse is British).
How long does it usually take to get this card?
The only reason I need it is to be able to travel without visa in Schengen countries.

No you can't as you are under UK immigration laws.

Why don't you apply for citizenship if you have been resident for 3 years?

Schengen visas are issued free of charge to a spouse of British Citizens and often issued as multiple entry valid for 1 year.
