VERY VERY URGENT PLZ HELP

All seniors and experts, moderators please help me

My tier 1 entrepreneur visa refused on 16th of March(I've no right of appeal ) I received refusal on 24th of March, only option I've is JR or fresh application.....my previous visa was PSW expired on 14/12/13
My questions to all of you

1.when 28 days start from the date of refusal or from the date I received?
2.can I apply for tier 2 visa now if an employer sponsor me from inside UK within 28 days?


i've no right of appeal because my application came back as invalid because of declined payment

please help is very urgent.....I am very depressed as I have my mrs and 6 month baby here as well.....I don't know what to do.....please help .....thanks to all of you

It was Halifax credit card enough funds but because of security concerns they refuse
Visa expired 14/12/13,applied same day
Came back as invalid because of payment on 02/01/14, sent back on same day with different payment method
Refused on 16/03/14
Do I still have 28 days grace period after my refusal?
28 days start from date of refusal or from date when I receive refusal letter by post

I am also in same situation, were you able to find out about it ?

I have received all other documents except passport.

Now what will be our status in these 28 days. Will we still have our previous immigration status ie PSW holder.

I am also confused.

I did find out that 28 days will count from 2 days after date of refusal. It was confirmed by legal expert.
