Emergency certificate for newborn baby

Hello

my mother in law is not well. I have newborn baby. I can't wait for her passport. I need to apply for emergency certificate . Do I need to have birth registration for baby.

I believe birth registration is a prerequisite. Suggest you contact HCI and explain the need for urgent travel. You'll also need to provide supporting docs.
