Knowledge of English B1 or A1 level accepted

Hi All
my friend's wife want to apply for FLR(M). She got B1 level for English language.
somebody told them that they need A1 level .B1 is not acceptable for FLR-M
I believe B1 level is better than A1 and The Home Office web site says
"passing an approved English language test with at least CEFR level A1 in reading, writing, speaking and listening" .......where at least mean minimum A1 .

If someone expert from the forum can help me i will be very grateful

What is awarding body.If the awarding body in appendex o listed then can be used with flr m.
