Indefinite leave after 3 year

I am planing to give employment to 10 people in my business.And want to apply for indefinite leave after 3 years.
Is this possible?
Can i give employment to 5 people for 2 years ?

And after 3 years when i will apply for indefinite leave.
Will HO take notice of that this business is not getting much profit,why they have too many employees?

Please can you give me the link for this on policy guide or somewhere , where it says employing 10 people will give you ILR in 3 years as I have read it on some of the websites but somehow I missed it on the policy guide. Thanks
