waiver fees

I have been granted a waiver fee under ECHR.- human rights
is it a positive sign?

Hi,
I'm into severe financial problems and I need to apply fee waiver.

Please can you guide me through what was your reason for applying fee waiver and what documents did you submit with the application.
I will really appreciate your help.
