Hi all seniors!

I applied Ent visa through PSW which has been refused. My appeal is also dismissed from UT on 04-April-14. I just want to know i have 28 days from the date when my appeal was dismissed in UT so in this situation can i apply Tier-2 (General)? I have an Employer who is willing to give me COS letter.
Plz advise.
