Switching from tier 4 sponsored funded student to tier 2

Hi,

I am a PhD student, my degree has been fully funded by a government body of my country.

I am aplying to switch to a Tier 2 visa, and have a Certificate of sponsorhsip from an A-tated company and the salary is not a problem.

My issue is, in the guidelines for the applications it is referred that I need permission from my studies sponsor to be able to switch to Tier 2 visa. Usually in the form of a letter.

I do not have that letter, would my application be refused?

How likely is that it gets refused?
