ILR when to apply

hi can some one please help me

i am currently holding ILR which i have got feb 2013. i have an enquiry when my wife can apply ILR

my wife has arrived uk as tier 1 dependant in may 2011 as i was on tier 1 at that time. in feb 2013 i have got ILR. as my wife was falling short of 2 years to get ILR she has been given extension on FLR(M). SO my wife has spent 1 year 10 months as tier 1 dependant and then 1 year and 2 months on FLR(M) so far. can she apply for ILR now as she has finished 2 years of stay already?
but home office on phone told me that as i have changed my visa from tier 1 to ILR in feb 2013, my wife 2 year period starts from the day i got ILR not from tier 1 dependant (from may 2011). is this correct? if it is, then as she has applied FLR(M) after 9th july 2012, now does she needs to wait until 5 years is finished from the date i got ILR?. does 2 years period is no longer valid from tier 1 dependant?

pleaes help me on this

Your spouse may apply for SET(M) now by virtue of immigration rule 287(a)(i)(d), B1 English and LIUK required.
