Online Payment is getting declined for Premium appointment

I am trying to pay using Debit card to book an premium appointment for ILR.World pay says the card issuer has declined the transaction however the bank says they don't see any problem with my card.Can i pay using my colleague's card for making the payment?

Have you made similar of larger transaction with same card before?

No,this is the first time I am making a transaction for 1493£.Bank has confirmed that they have increased my limit to 1500£.I hold a ICICI debit card which isnt 3D secure.Is that a problem?

As far as possible try to make the payment from your card for the case worker reliability.
