If you apply for a Tier 2 visa but then cancel the application before it is issued. Do you have to wait a whole year to reapply for a Tier 2 visa?

there is no cooling off if you haven't had T2 leave, or even if you had, you haven't been in the UK as a T2 migrant in the 12 months preceding an application
