Tier 4 to tier 2 General

All,

Please could you provide some insight to this.

My friend has been offered a job on tier 2. He is on tier 4 at the moment doing his masters. The degree award will take place Jan 2015. He has completed his BEng from Pakistan can he apply in country or does he need to go back to Pakistan.

Please advice. A quick response would be highly appreciated. Many thanks
