University/Institute's certificate - English Language

Posting it on behalf of friends of mine:

(1) Is it possible to send additional documents to VFS/BHC once you have submitted the EC application? He wants to send one additional evidence in support of his earnings

(2) A friend of mine intends to submit the certificate from the college (institute) that the medium of instruction was English. The problem is;

(a) When he graduated his college was a Regional Engineering College and was affiliated to the state university - therefore the degree was awarded by the state university

(b) The college has now been upgraded to a National Institute of Technology & has been granted a deemed university status & therefore issues the academic certificates on its own

So, will it be ok if he submits the degree from the state University but the english language certificate from the college ?
