My mother application (elderly parent’s settlement from outside UK) has been refused based on EC-DR 1.1 Appendix FM under EC-DR. 1.1(d) of appendix FM of the immigration rules. (E-ECDR 2.4 & 2.5)

I have 28 days to appeal. I wanted to appeal (from UK on behalf of my applicant).
Should i opt for "Papers" or "Oral Hearing"? I am asking which one is best.

Background:
Most of the evidence i.e. age, Dr. Letter were provided in support of the application, but the case worker (i think) did not examine the provided explanation in the application form. And based on their rules (must say very strict) has refused the application.
