ILR Dependant applying in UK

Hi,

Got ILR in Nov 2014. My previous Visa was Tier-2(ICT).
My wife is on Tier -1 visa which is about to expire on Jul 15th 2014 i.e. in next 4 days.

Now can she apply as my ILR dependant from UK. If yes does any one know the fee for premium appointment??
She is travelling to India by end of this month. Does any one know if she can apply for ILR dependant from India?? If yes does any know how much fee in India.

PS: My 5 year old son who is still my Tier -2 (ICT) dependant also needs to apply as my ILR dependant along with my wife.

Just working which is best option to apply from UK or from India.
