Mimimum age of marriage

Hi

As far as I know no one successfully challenged the rule that a wife should be at least 21.

My question please is that should the wife be 21 when you marry her, or can you marry a girl who is 20 and then apply to bring her to UK when she is 21?

Following R (on the application of Quila and another) (FC) v Secretary of State for the Home Department and R (on the application of Bibi and another) (FC) v Secretary of State for the Home Department [2011] UKSC 45 the minimum age was reverted back to 18 in 2011!
