Are medical leaves considered as discretionary?

I am eligible to apply for citizenship but sure about one thing. I was out of country for 91 days due to medical emergency. I had ulcerative colitis which UK doctors were not able to identify. Now I just want to know whether I can apply for citizenship ? Also what document do I need to submit ?

You don't include departure and arrival days.

Should be fine as:

5.1.1 Total absences not exceeding 100 days - normally disregard.

When was this announced? The website still shows 90 days requirement
