tier 2 dependant application Query

Guys Amber, Vinny and senior members. Can you please shedd some light on the query below?

my brother has applied for Tier 2 Visa with his wife . they had a baby girl born after the application who now have a passport.
The application is still pending more then 8 weeks now and they want to send baby girls application as a dependent while the initial application is pending.

my Query is . Is it a good idea to apply for her visa and send a tier 2 dependent application form with her passport with original application reference number?

2) do we have to send a bank statement to show the maintenance for the little girl or the initial one should suffice?
