Time frame and likelihood of home office reconsidering

I want to appeal the refusal I received for a dependent visa. I have heard that sometimes Home Office reconsiders refusals when you appeal and supply them with the right information. How likely is this? How long does it take approximately for them to do this?

It depends on the reason(s) for refusal in the first place,if it's a mistake on the part of the eco or he's convinced beyond reasonable doubt, he might grant the visa without it proceeding to appeal.
All these depend on home office, no one can give precise time it will take.
