Visitors visa for my mentally challenged sister

Dear Immigration board members,

I am planning to bring my sister to UK from India. She is mentally challenged and is 19 years old. She will not be accompanied by her parents as I will be accompanying her. Please can someone advice me on how the application can be made and supported.

She is actually down syndrome and I will accompany her to and from UK.
