ILR applying 28 days in advance

I would like to know whether the facility to apply 28 days in advance is available only from the date of expiry of existing visa or it also available from the date you qualify for ILR irrespective of of the date of expiry of visa( relevant for those who has gone for 2nd extention due absence of more than 6 months in the beginning year)

I just got my ILR was in a similar situation my second extension still valid till oct 2016 but my continuous 4 years 11 months completed on earlier this week.

I would highly recommend book for one day service if you could it's worth it
