Are they doing passport interview for each application or do they pick and choose ?

If it's your first passport you have to go to an interview. There are a few exemptions, like if you were born before 1929.

Passport interviews are a requirement for all first adult passports, including for people born British citizens. It is not a requirement for naturalised citizens only. If you have a look at TheStudentRoom, a student oriented forum, there are discussions there about passport interviews too :)
