council house and tenancy agreement question for set m

Do I need a letter from the council stating that we did not resort to homeless help but are renting from them after replying to an ad through an online website? My husband will be applying for ilr soon.

Also will I need to include bank statements from my account for financial proof? We have savings of 10k and I am not working. We have two kids and rent is at 400monthly. Husband gets approx 750-800 monthly and is an agency worker.
Will he need a letter from employer stating his work hours etc?
