Referees and Identity

Can a NHS Hospital Doctor(Not British) can sign the Referees and Identity section as a member of professional body?

help needed thanks in advance.

GP's and doctors are not on the list of accepted professions but from reading here the reason for that is that people would not take doctors valuable time in having them act as referees. Form several posts here I gathered that in fact they would be accepted by HO as valid referees.
I am sometimes wrong.
