You should first thoroughly read the
UK Tier 1 (Entrepreneur) Visa policy guidance.
The 200K and the maintenance fund MUST be in liquid form in a current/savings account. You can't show fixed deposits or mutual funds or bonds, etc.
Yes, you could show a third party declaration from your father or brother or anyone else, but if I were you and the money was from my dad/sibling I would get the money into my account (much better than a declaration) or at least get into a joint account with that relative.
