Indeed you do need to registeer.

The 12 months rule applies to those, who have worked for 12 months continiously and then IMMIDIATELY apply for EEA1.

If you did work exectly as you claimed your application may be refused as you were out of work for more then 4 weeks/1 month prior to your EEA1 application.

To make it simple.

You were registerd from employer A for 12 months. You left your employer on the 13th month and are now working for employer B, and now want to aply for EEA1 withough re-registering under WRS again. Such an application must be refused.

I don't think so. If the OP applied right after the 1 year is up and worked for a further one month since the application then there is no need for re-registering in the WRS.

Infact, if lindanirvana had gone in-person to Croydon, he would be holding the Registration Certificate the very same day, with total freedom to choose any employer from that day forth!
