Switching from Work Permit to HSMP

If somebodys Work Permit expires in Oct. and his employer not ready to renew his work permit; can he apply for HSMP(switch from work permit to HSMP- incountry application) and remain in the country waiting for the decision?

I saw someone's post, who applied for hsmp while on wp and yes HSMP team allow you to stay in country while your decision is been made. Make sure you apply before the expiry of your wp. Also its good if you find another wp offering employer as HSMP rejection is going high now a days and also long wait.
