7 Year Concession

Hello i have a question regarding 7 year concession rule. I came to UK in July 2008 on exempt visa with my family which was expired in 2013 i applied to FLR (O) which was rejected in June 2014 the whole family went back to the home country were i applied for Tier 4 visa as i was currently studying in University. i am just wondering am i eligible to apply to 7 year concession. i am now 21 year old Thanks
