Marriage registration and new rule (28 days)

Hello,

As we know the general notice period to register a marriage in UK has been extended to 28 days, in that regard I would like to know;

1) In what circumstances they will lift notice duration to 70 days?
2) Will applicant be able to start working once he/she applied & send documents? or Do applicant need to wait until HO decision?

You have previously (November 2014) mentioned EEA spouse. What is your nationality and the nationality of your spouse (future spouse)??
