Switch from Zambrano Visa to Irish spouse

Hi Guys,
Wife was given stamp 4 for three years based on Zambrano and we had to pay 300euro for gnib card I tried to convince local immigration office that we are exempt from fee as I m irish citizen but she refused to waive fee and due to travel urgency I accepted and paid 300euro and same day we got multiple re-entry on same letter, lady in Dublin immigration just looked at my passport and gave us free re-entry visa (as spouse of Irish citizen) now wife’s visa is expiring in 10 months time and I don’t want to pay another 300euro, is there possibility to switch her stamp from Zambrano to Irish suppose?
When she can apply for irish citizenship?
