Changing Employer on Tier -2 ICT Long Term

I am currently under tier 2 ict long term visa and looking over to change my employer.

My visa was granted in June 2014 and valid till mAy 2017.

My First question is Can I change my employer in Tier 2 ICT Long term? If yes how?

You would have to do the 12 month cooling off period outside the UK first...

Switching is not possible. You have to go back to serve 12 months cooling off period before applying for tier 2 general with the new employer.
