Birth certificate for EU1 application

Hi,

To apply for EU1 Application for my dependent mother, the requirement is also to submit Birth Certificate of the EU citizen to proof the relationship.

Before becoming UK citizen, I was Indian citizen and I don't have my birth certificate.
However in passport, we normally gave parent name.

Pls suggest do I still need birth certificate. I can't get it.
