student visa and work

ive noticed that some student visas permit work and others dont. what circumstances would decide whether a student is allowed to work or not under a student visa?

If you have an F1 visa, your work hours are limited to 20 hours of work within the campus. I believe the same applies for J1 visas as well.

F-1 student visas strictly prohibit work off campus. You are limited to 20 hours on campus.
You can apply for an economic hardship and, therefore, get the allowance to work off campus. Applying for an economic hardship requires evidence, though. You'd have to prove that there are insufficient employment opportunities on campus and that there really is an economic hardship in your family (in case your parents pay for your tuition). The application fee, I think, reaches almost $300 and it is not certain that you will be approved. Balance your margins.
