Dependent children of ILR holder

I am a settle person in UK and my wife's visa refused. I have all financial documents ready Can I bring my elder son who is 16 years of age without his mother. ???? Please reply

Without his mother, child should satisfy A280(b) and 297, including 297(i)(e or f).
