Tier 1 Dependent New born

Hi there,
I have two questions. We just had a daughter and were intending to apply for her tier 1 dependent visa. We have applied for her Indian passport and expecting it soon. I have two questions if anybody can help out

1. Do I HAVE to get her dependent visa before she can travel to India? Or I can apply for her dependent visa from India once there.

2. If anybody has applied for a Tier 1 (gen) dependent visa for new born in the UK recently, please let us know how long it took?

She can travel to India with her Indian passport and pply a visa once there.
