Situation... need help!!!

My friend had applied for HSMP from India in March 2007 and his case is still awaiting decision. Now he wants to go to the UK on other visa while waiting for HSMP decision.
He would like to know:
He is an out-country applicant and when he gets an approval for the initial HSMP, while in the UK, will he have to come back to India to apply for EC?

If he comes to India and applies for EC and god forbid faces rejection, will the other visa, on which he was in the UK, will also affect??

what are the chances that his other visa being affected while his HSMP application still in process???

Suggestions needed...

Even if he applies for HSMP approval out-of-country, he can apply for FLR in-country if he applies having leave the UK on one of the visas that permit changing his leave to HSMP (refer to FLR section of guidance notes). In principle, his other visa should not be affected by his application for HSMP approval, since his initial HSMP application is not a visa application per se. That said, he may want to follow up on that initial HSMP application, as six months is rather a long time for it to be under consideration.
