What is the NACARA program

Can anyone tell me what the NACARA program is?

Is it specifically aimed at Central America?
"* The Nicaraguan and Central American Relief Act (NACARA) passed by Congress in November 1997 stipulated that up to 5,000 of the 55,000 annually-allocated diversity visas be made available for use under the NACARA program. "

What happens if the allocation is not used, I have noticed from previous results of people who have applied does not total 5000. What happens if the allocation is not met?

I'm just curious that's all
