FLR(M) income threshold; monthly (£1550) / annual (£18600)?

For spouse visa income threshold; is it monthly income (£1550) matters or annual income (£18600)?

£18600 / 12 = £ 1550 per month

My question is:
What if someone earns some months less than £1550 and some months higher than £1550.
But in the end of financial year he earns around £19500 / £ 20000, should that be OK?
