If you decide to change jobs after a year (and that is a year of reckonable residence, as proved by the GNIB stamp in your passport), the new employer would have to sponsor you for a new work permit (which either he can pay for, or you can). If you do this, it would also "reset the clock" on you getting a Stamp 4 - you will need to spend another two years with that new employer.

If you stay with the same one, you can get a Stamp 4 after two years. The procedure has changed a little bit now. So, about 6 weeks before your work permit expires, you need to send a form and some documentation to the Department of Justice and Equality, and they will send you back a letter saying you're "good" to register with the Gardai for the Stamp 4. Then, you can take that letter to the GNIB, and get a Stamp 4.

I think, for the Stamp 4, the counter starts from the date on your stamp in your passport.

But, with the new rules, still you'll have to apply with the DJIE about six weeks before the work permit itself expires.

stamp 4 was issued after 24 months in Ireland on green card/critical skill permit, but now you need letter from DJEI. See below:

will your employer support you to with letter If yes, you should get stamp 4.
