Wife Visa Denied English Certificate

Salutations all,

Visa Type: Cat A spouse visa
Applied : 13/05/15
Refused : 6/8/15
Application Location: Islamabad
English test: Cambridge KET
I will try to make this as brief as possible, my spouse who was refused a spouse visa because the immigration officer could not find any record of the certificate online, however I was instantly able to when I put the details online using the details.from her confirmation of entry.

Please advise and the entry clearance officer also stated that I could appeal his decision.

Apply for AR or appeal, as the case may be, and provide a printout of what you say is clearly evident online.

Salutations all,

As you may or may not know my wife was refused a visa from my previous post due to the entry clearance officer not finding my wife's certificate online (which upon later asking Cambridge English they were able to), my question is can I still appeal my case as from what I gather you can now only appeal under human right acts.

The refusal letter should mention that you may apply for administrative review.
Since the decision has been made in error, you do so.

It says I can appeal under 82(1) of the national immigration act 2002 and I don't need the new certificate as I applied before november so I feel I just need to prove the eco was wrong and the certificate exists as confirmed by cambridge English

In an update to this Cambridge English have said on the day of the test the college were having technical difficulties with their system and because of this the test photo was uploaded to Cambridge English systems but not the UKVI portal, do you this letter will benifit my appeal or is it just a case of the blame game that could hamper our appeal efforts

Yes, it will (help).
The fact that your wife passed an approved SELT exam doesn't change! If UKV&I was unable to view the result on the day the caseworker decided to check it - that's either their problem or the testing body's .... not yours!!

And the letter proves who was the root cause of the problem on that day.

This will be an appropriate case to appeal and claim unreasonable cost.

Has anyone had issues with the City and Guilds esol not being verified? Or is it just Cambridge English?
