UK Family Visit Visa

Hey Folks,
I hold EU family residence card and live in UK for last 10years.

We are planning to apply for family visit visas for my elder brother and his two kids 4 and 7 years old, who are settled in Dubai . Children mother passed away in 2013.

Can they apply for visit visa from Dubai?
As I will be sponsoring their trip, therefore does my bro still need to show his bank statement?
In addition to my bank account, lease, payslips, job contracts, what other docs are needed?
Is there any guarantee money I have to pay to ensure their return back to Dubai?

No, there is no such requirement and has never been one.

Your brother will have to submit a lot of documentation to prove his circumstances in Dubai and what his ties are to his country of residence and what his financial circumstances are. He has to convince the ECO that his ties are strong and that he will leave the UK after his visit. The applicant for the visitor visa has to meet the requirements.
