FLR(M) Query

hi all I am asking this question on behalf of my friend. Her husband recently got his ILR through 10 years residency rules, now she has to apply her visa as dependent through FLR(M) form. Just want to confirm do she need to show English language proficiency ( A1 , B1 ) for FLR(M) application?
