Rules for returning non Eu Children

hi, i am asking this on behalf of a friend who is a Belgian citizen and exercising his treaty rights in UK. He has his adult children in UK on EEA FP and are waiting for the outcome of their Residence Card. My friend is now planning to return to Belgium. What will be the regulations regarding his non EU citizen children. What visa for Belgium should they apply leading to Residence in Belgium.
