Tier 2 General Dependant English Language requirement

Hi

What is the English language requirement to apply as the dependant of a Tier 2 General visa holder? Or is there no English Language requirement? Will be applying from Sri Lanka.

I've heard some say that IELTS band 4.0 is required in all 4 disciplines of IELTS.
