I have a question regarding the penalty I received last year for my Car Road Tax, my road tax expired while my car was in local garage for sell and sold it after two weeks and because I changed my address at the same time I didn't receive any of the reminders then I got penalty after a year to my new address, I paid the penalty without appealing and the case is closed, does it consider as Civl Court? should I mention this on my application and does it have any impact on the decision ?
