EU citizen sponsoring younger brother .. help required

hi
i need help regaring how to apply for my brother using treaty rights.... i am living in ireland and have my own business since 2 years and my brother is NON-EU 20years old i am supporting him since 3 years. how can i apply for his dependent visa using treaty rights. he is not in ireland. if any one help me with that .. kind regards

Where is he living at the moment ?

have you got all the proof about dependency ?

Yes i have all the documents which i think are useful. he is in india. the problem is i donot know how to apply for his visa, that is what i wanted to ask for
